Dishonest Charisma

Do you know any person in power like this: he or she would rather manipulate and mislead if it makes life more convenient, than pay attention to people's honest strengths and natural abilities? Dishonest charisma is used by 'ministers' who can be liars. If you're fake to me; then I don't need your patronization - thank you very much.
